E33 was initiated in November 2025 as a framework for advancing the UAE beyond the traditional institution-centric education ecosystem towards a more learner centric framework that includes individual needs and aspirations.
Dubai KHDA’s Five Core Strategic Objectives
Outlined below are the five strategic goals by the Government of Dubai through the Knowledge and Human Development Authority (KHDA) that are at the center of their mandate.
Empowering Emiratis
High quality education that enhances individual achievement and embeds the Emirati values and use of the Arabic language as a way of reinforcing and strengthening the country’s cultural heritage. Uluru takes the existing curriculum and incorporates an adaptive reinforcement system (ARS)–a learning algorithm that personalizes content, timing, and modality of behavioral nudges. It will enhance achievement by supporting improved focus, task completion, and self awareness while reducing anxiety and procrastination. By improving and inculcating executive function skills, Emirati youth will be better prepared to handle transitions and increased challenges in both school and life.
Equitable and Accessible
Education designed around the well being of diverse learners. While Uluru can improve the experience of all students, it has been developed with a particular sensitivity to the type of support needed by a range of complex learning differences and challenges. Uluru is the only scalable, financially accessible platform that offers executive functioning scaffolding and support for both students and parents in real time and on an individualized level.
Innovation and Growth
Encouraging an innovative landscape that aligns with Dubai’s broader economic vision. Elula, Inc., Uluru’s parent company, is committed to working with the KHDA team, parents, and schools to expand on the foundations of Uluru in building autonomous learning skills that will not only improve an individual’s ability to manage transitions towards more challenging academic requirements, but also allow the creation of a digital portfolio of their learning style, interests, and aspirations that can stay with the student through transitions from elementary to higher education and even into the job market.
Transparency & Support
Providing clear standards and support for educators, parents, students, and investors. Core to Uluru’s values is the importance of all stakeholders having the tools to autonomously support students, including students themselves.
Transparency is critical in developing healthy motivation. It allows for the necessary feedback loop that helps students set future goals and a pathway towards achieving those goals. Student Well-Being
Prioritizing happiness and holistic development, exemplified by initiatives like the Dubai Student Wellbeing Census. Because Uluru intersects a student’s experience in real time as they are working through the curriculum, it allows for regular check-ins that can monitor a student’s mental wellbeing.
This in turn, will help the students build self awareness around when they might feel anxious or overwhelmed and normalize those emotions, as well as highlight the available tools that can support them in those moments.
How Uluru fits into the 28 Game changer initiatives outlined within the E33 framework.
Girnas Educational Advisor – a consultation service initiative offered to parents to help empower them when making decisions about their child’s education experience in a way that aligns with their own individual needs and interests. It offers both an in person consultation with a KHDA trained education expert in addition to online resources.
Uluru collects multi-dimensional behavioral data through digital interactions, micro-assessments, journaling patterns, and response latency. The system constructs a neurobehavioral profile—identifying executive function strengths, stress triggers, focus variability, and learning tendencies. Uluru’s engine improves with each user’s data, refining the predictive understanding of motivation, focus, and behavioral response.
The real time summary dashboards will give both parents and students a deeper understanding of how they learn and what intrinsically motivates them in a way that is authentic to their unique learning style. With this information, families are empowered to have a higher quality conversation with the services provided by the Girnas service.
Dubai’s E33 Game Changers initiative aims to support and mainstream Children of Determination by leveraging available assistive technologies to empower learners, develop their skills, and promote a culture of lifelong learning. Assistive technologies are defined as a collection of hardware or software designed to compensate for an impairment or disability.
Uluru was developed by a team of educators, psychiatrists, and parents with a deep understanding of how complex learning differences and general anxiety can affect an individual’s ability to absorb information. Uluru takes a very nuanced approach to supporting all students, especially those with the self-regulation and motivation challenges prevalent in individuals with executive functioning deficits.
It offers real time AI feedback, adaptive interventions, and personalized progress tracking to help with continuous support inside and outside of the classroom. Parent dashboards help positively reinforce all stages of school work execution from task initiation to teacher outreach in a way that removes anxiety and allows for more attunement to a child’s unique emotional support. Uluru augments traditional assistive technologies by building meta-cognitive tools, emotional resilience, and agency through self-awareness and validation.
